Public Meeting to Discuss Proposed Determination in Orem Area

The Utah Division of Water Rights has set a public meeting to discuss the Proposed Determination of Water Rights for the Orem Area (Book 55-3). The Proposed Determination was published on June 25, 2026. Information about the public meeting is included below.

Public Meeting to Discuss Dedicated Water Applications

The Utah Division of Water Rights has set a public meeting to discuss a new type of application called a Dedicated Water Application. Information about the public meeting is included below.

Purpose: With recent legislation updates the State Engineer has been instructed to create a new application type. These applications are referred to as dedicated water applications. See Utah Code section 73-3-30.3. In order to process these applications a fee must be collected. In order to collect a fee for these applications, this type of application must be added to the fee schedule for the Division of Water Rights. This meeting is to be held to discuss the updates to the fee schedule.

New Proposed Fee for Public Water Systems

The Utah Division of Drinking Water has issued its proposed new fee policy for public water systems. The fee is based on water delivered for human consumption and other domestic uses, including landscaping, and is set to go into effect in July 2026. The proposed fee is $0.0331 per 1,000 gallons. It is estimated that the fee will be about $0.38 per month, or $4.59 per year, per connection. 

There are several exceptions to the fee, including water wholesaled to another public water system, water used only for agricultural purposes that is not delivered through a public drinking water system, and water delivered to an end user for industrial use. There are also conservation incentives that may reduce the fee by up to 10%.

Thursday, August 21, 2025 at 2:30 pm (virtual meeting online)

The official fee hearing will be held on Thursday, September 11, 2025, but the time has not yet been determined.

Public Meeting to Discuss Draft Distribution Plan for Great Salt Lake

The Utah Division of Water Rights has set a public meeting to discuss a draft of the Great Salt Lake Distribution Management Plan. Information about the public meeting is included below.

In accordance with Chapter 73-33, Utah Code Annotated, the State Engineer has been directed to 'regulate the measurement, appropriation, apportionment, and distribution of water within the Great Salt Lake meander line' through the creation and adoption of a Distribution Management Plan for the Great Salt Lake The public is invited to attend a public meeting wherein a draft of the Great Salt Lake Distribution Management Plan will be presented and the public will have an opportunity to ask questions or provide comments. 

The meeting with be held at the Utah Department of Natural Resources building (1594 West North Temple, Salt Lake City) on July 31, 2025 at 6:00 pm.

Public Meeting to Discuss Increased Fees

The Utah Division of Water Rights has announced a public meeting on September 5, 2023 to discuss a proposed increase to the fees associated with Reports of Conveyance. The current fee is $40 per Report of Conveyance, and a separate Report of Conveyance is required for each water right. There is no mention about how much the proposed fee increase will be.

Purpose: The State Engineer is not the official office of record of title for water rights. However, once a water right holder updates title with the appropriate county recorder's office, said holder must also update title with the State Engineer, aka the Division of Water Rights. A water right holder updates title with the Division of Water Rights via a Report of Conveyance, which has an associated fee. In an effort to represent the true cost to process certain documents the State Engineer is proposing to increase the fees collected for the submission of a Reports of Conveyance.

The Utah Division of Water Rights has set a public meeting to discuss the groundwater resources, appropriation policy, and groundwater management plan for Goshen Valley. The following information is from the public meeting notice:

What: Public Meeting
Who: Goshen Valley Water Users
When: January 24, 2023, 6:00 - 8:00 p.m.
Where: Goshen Elementary School, 60 North Center Street, Goshen, UT 84633
Purpose: The purpose of the meeting is to present the results of a recently published hydrology study performed by the Utah Geological Survey and to discuss the groundwater appropriation policies and groundwater management plan in the valley. Personnel from the Division of Water Rights will be available to take all questions and comments provided by the general public and interested parties.

2. Summary of Groundwater Hydrology Study by UGS Staff
3. Appropriation Policy and Groundwater Management Plan Discussion
4. Public Questions/Comments

Purpose: The purpose of the meeting is to discuss the development of a groundwater management plan for Parowan Valley. Personnel from the Division of Water Rights will be available to take all questions and comments provided by the general public and interested parties.
